The Institute of Indigenous Evangelism (IIE) was founded in response to a divine mandate—to raise up authentic evangelists who proclaim the uncompromised Gospel of Jesus Christ with clarity and power. In an age marked by confusion and compromise, the Institute stands as a place of fire and formation, dedicated to restoring the true purpose of evangelism and preparing a generation to carry the message of Christ with conviction and purity to Native America and beyond.
Across Indian Country, a growing blend of Native tradition and Christianity has given rise to a strange fire—a spirituality that appears sincere but lacks the power and purity of the true Gospel. Though Native America has long been a focus of missionary work, less than one percent profess to be born-again believers, revealing a deep need not for more religion, but for authentic encounters with Jesus.
The Institute of Indigenous Evangelism exists to meet that need. It is a training and commissioning center where men and women are equipped to proclaim truth with boldness, demonstrate the power of the Holy Spirit, and bring lasting transformation to their communities. Every evangelist who emerges from the Institute is forged for purpose, aimed by Heaven, and released to reach the lost—continuing a legacy of faith that began in the Crow Nation and carrying it forward to reach the nations.
About the Institute
From the Tent to the Nations—A Legacy of Fire.
Arrow Creek International Ministries (ACIM) was founded by Dr. Russell and Donna Stands Over Bull with a passion to bring revival and restoration to Native America. More than forty years ago, their ministry began on the streets of Billings, Montana’s Skid Row and the campus of Montana State University, where they fearlessly proclaimed the Gospel to the lost and broken. What started as a small outreach soon grew into a movement of revival—carrying the transforming power of Jesus Christ to tribal communities across North America through evangelism, discipleship, and media outreach.
From this foundation, the Institute of Indigenous Evangelism (IIE) was established as the educational and leadership branch of Arrow Creek International Ministries. Together, these ministries exist to raise up evangelists who walk in authority and power, equipped to proclaim the Gospel authentically through the understanding and worldview of Native people. The Institute trains and sends believers who carry the fire of the Holy Spirit and the message of Jesus to bring transformation to their land, families, and nations.
The story of this calling, however, began long before Arrow Creek International Ministries. Over seven decades ago, Patrick Stands Over Bull—the father of Dr. Russell Stands Over Bull and grandfather of Jeremy Stands Over Bull—carried the message of Jesus across Indian Country as a tent evangelist and revivalist. Traveling from community to community, he preached repentance and salvation under the canvas of revival tents, laying the foundation for a generational move of God that continues to this day.
Continuing that legacy, Dr. Russell and Donna Stands Over Bull have carried the Gospel into some of the darkest reservations across the United States, boldly proclaiming Jesus Christ without compromise in places long bound by witchcraft, traditional Indian medicine, and spiritual oppression. In those very places, they have witnessed the power of God bring deliverance, healing, and transformation to individuals, families, and entire communities through the demonstration of the Holy Spirit’s power.
Jeremy Stands Over Bull, following in the footsteps of his grandfather and parents, reignited that same fire of revival at Montana State University nearly twenty years later. There, he and a team of young evangelists fearlessly preached the Gospel on the streets, in dormitories, and even within the college and bar scene—sparking a new wave of salvation and renewal among students hungry for truth and awakening a generation to the reality of Jesus Christ.
Today, Arrow Creek International Ministries and the Institute of Indigenous Evangelism continue this generational mission—reaching large Native gatherings across North America, proclaiming the authentic message that Jesus Christ is the only way, and demonstrating the power and gifts of the Holy Spirit. For over 70 years, the Stands Over Bull family has carried the torch of revival—three generations of evangelists reaching Native America with the Gospel of Jesus Christ. What began with a tent and a vision has become a movement of warriors sent to pierce darkness and transform nations.

The Institute of Indigenous Evangelism is guided by a team of experienced leaders who bring depth, excellence, and spiritual conviction to the classroom. Each carries years of leadership and evangelistic experience, offering instruction that blends biblical truth, cultural understanding, and practical application.
Together, they form the core teaching faculty of the Institute—leaders who teach from both knowledge and lived experience. Their shared mission is to equip and develop students to carry the Gospel with clarity, integrity, and power to Indigenous communities and beyond. The Institute also features special guest lectures from globally recognized ministries and leaders who are proven authorities in evangelism and spiritual transformation.
Dr. Russell Stands Over Bull
Founder & Senior Leader, Arrow Creek International Ministries
Dr. Russell Stands Over Bull is the founder and senior leader of Arrow Creek International Ministries, blending over 35 years of ministry, academia, and leadership.
A prophetic teacher and revivalist, he holds a Ph.D. in Geology from the Colorado School of Mines and continues to equip believers worldwide through ACIM and Arrow Creek TV to walk in truth, power, and transformation.
Donna Stands Over Bull
Co-Founder & Senior Leader, Arrow Creek International Ministries
Donna L. Stands Over Bull is the co-founder and senior leader of Arrow Creek International Ministries, uniting over 20 years of ministry and education experience. She holds a Bachelor of Science in Elementary Education from Montana State University–Billings and is recognized for her prophetic intercession and heart for discipleship.
Donna continues to mentor believers in holiness and spiritual maturity, raising up leaders who live in intimacy with God and carry His presence to the nations.
Jeremy Stands Over Bull
Associate Leader
Jeremy Stands Over Bull serves as an Associate Leader of Arrow Creek International Ministries, carrying a strong prophetic vision for revival, leadership development, and community transformation.
A graduate of the University of Arizona’s College of Architecture, he is passionate about empowering Native communities through faith, education, and practical solutions that bring lasting change. Jeremy continues to equip and mentor emerging leaders, bridging ministry and marketplace to advance the Kingdom of God.
